[vc_row][vc_column][vc_column_text]TRADITIONAL VOLLEYBALL GAME CHARACTERISTICS
\nTraditional Volleyball is a sport played by two teams on a playing court divided by a net. There are
\ndifferent versions available for specific circumstances in order to offer the versatility of the game to
\neveryone.<\/p>\n

The object of the game is to send the ball over the net in order to ground it on the opponent’s court, and
\nto prevent the same effort by the opponent. The team has a maximum of 3 touches for returning the
\nball \u2013 Three Touch Play (the second touch is only off the net).<\/p>\n

The ball is put in play with a service: hit by the server over the net to the opponents. The rally continues
\nuntil the ball is grounded on the playing court, goes “out” or a team fails to return it properly.<\/p>\n

In Traditional Volleyball, the team holding service and winning a rally scores a point. When the receiving
\nteam wins a rally, it gains the right to serve.<\/p>\n

USE OF THIS STANDARD RULES
\nThese rules are set by the Dar es Salaam Volleyball Oversee Committee (DVOC) which has been
\nformed through a formal recognition by all Dar es Salaam based traditional volleyball teams
\nwhich was tasked with the standardisation of traditional volleyball for all member teams to
\nadhere to. Only the DVOC shall have the right to make any changes to these rules and
\nregulations after these changes have been ratified by the committee. ALL teams and organisers
\nof any traditional volleyball tournament held shall adhere strictly to these rules and ANY
\ndeviation from these rules and regulations MUST be sanctioned in writing by the DVOC
\nSecretariat.<\/p>\n

Optional changes allowed
\nDVOC shall allow certain rules to be set by the organisers of any tournament based on the Options
\nprovided in these rules. These are specified below in the sections they relate to. However, these options
\nMUST be clearly specified in the tournament invitation and\/or captains\u2019\/draw meetings that MUST be
\nconducted well before the start of the tournament. In order to clarify further these optional changes are
\nshown as APPENDIX A to these rules.<\/p>\n

CHAPTER 1: FACILITIES AND EQUIPMENT
\n1. PLAYING AREA NETS AND POSTS
\n1.1. The playing area includes the playing court. It shall be rectangular and symmetrical.<\/p>\n

1.2. DIMENSIONS
\nThe courts shall be minimum 30ft (9m15cm) to maximum 35ft (10m70cm) wide and minimum
\n60ft (19m60cm) to maximum 70ft (21m40cm) in length, with loose sand\/soil or indoor grass or
\nsimilar surface.<\/p>\n

1.3. PLAYING AREAS AND BOUNDARIES
\nThe court shall be marked with a clear boundary of either chalk or concrete structure. There
\nshall be a service box at the back line on the right-hand side of each of the courts.<\/p>\n

1.4. NET AND POSTS
\nThe net shall be strung across the centre of the court and the top of the net shall be minimum
\n7ft 11in (2m40cm) and maximum 8ft (2m45cm) high from the court ground. The two posts
\nholding the net shall not be considered part of the court during play if they are in line with the
\nside-lines. If the net poles are outside the ground lines then there shall be a line marked on
\nthe net which would be in line with the ground line to indicate the playing area. If a ball hits the
\narea outside the net line marked it shall be a foul ball.<\/p>\n

2. BALL
\n2.1. STANDARD OF THE BALL
\nThe ball to be used shall be the approved by the Dar es Salaam Volleyball Oversee Committee
\n(DVOC) and the air pressure shall be between 19 and maximum 20 psi. The referee shall
\nensure both captains are shown the ball pressure prior to commencing on a set. If the ball
\npressure drops during the course of play the referee can be informed and if it is correct, the
\nball shall be re-filled or changed.<\/p>\n

CHAPTER 2: PARTICIPANTS
\n3. TEAMS and TIMINGS
\n3.1. TEAM COMPOSITION
\nEach team shall have not more than the maximum number of players registered as the
\ntournament organiser shall set in writing in their invitation or advert. No team shall field\/register
\na player who has been registered by another team.<\/p>\n

3.2. TIMING OF MATCHES
\n1) The organisers shall clearly state in their invitation and\/or advert the game times for each
\nround of the tournament in minutes e.g. 15 or 20 or 30 or 45 minutes for each set. These
\nshall also be conveyed by the organiser as specific rules along with other optional changes
\nas mentioned in these rules in other sections.<\/p>\n

2) Set Tie-Break Rule Options:
\nThe organisers shall have ANY ONE of the following 3 options to set for the tournament in
\ncase of a tie break required if the teams are tied on points and the game time has elapsed:
\nA. SERVICE HOLDER WINS – The team holding service shall be adjudged the winner
\nB. RALLY – The referee shall call RALLY and the play shall continue until a fault occurs
\nand play stops. The team holding service at the end of the Rally shall be the winner if
\nthe team holding service during the rally fouls the ball, otherwise the service holder
\nwins if the ball is fouled by the team not holding service.
\nC. GOLDEN POINT RULE \u2013 The referee shall stop the game and the team holding
\nservice shall restart for an extra play which shall have no set time. The team that score
\nthe point in this extra play shall win by the Golden Point.<\/p>\n

4. TEAM LEADERS
\n4.1. CAPTAINS
\nEach team MUST appoint a Captain who shall be identified on the Team Registration form. If
\nthe Captain is not fielded in play, an interim captain must be identified to the referee.<\/p>\n

Only the team captain shall be allowed to interact with the referee at any time.
\nCHAPTER 3: PLAYING FORMAT
\n5. SCORING A POINT, TO WIN A SET AND THE MATCH
\n5.1. TO SCORE A POINT
\nIn a game the team holding service wins a point:
\n5.1.1. by successfully landing the ball in the opponent\u2019s court.
\n5.1.2. when the opponent team commits a fault<\/p>\n

5.2. TO WIN A SET
\nA team shall win a set when:
\n5.2.1. They reach the maximum score set by the tournament organisers before the time
\nelapses for a set, or
\n5.2.2. The game time set for the tournament elapses and their score is ahead of the opposition,
\nor

5.2.3. If the scores are tied then the selected option in Rule 3.2 2) set for the tournament shall
\ndetermine the winner.
\n5.2.4. If the score reaches (Game-all) before the time elapses, the scoring shall re-commence
\nfrom Game-all minus 3 points (eg 17-all if game score is 21); if it again reaches 20-20,
\nthe scores shall commence from 18-all; and if it yet again reaches 20-20, the score will
\ncommence from 19-all. This pattern of reverting from 20-20 to 17-17 then 18-18 then
\n19-19 shall repeat until the game is completed or the time elapses.<\/p>\n

5.3. TO WIN A MATCH A team shall win a match if:
\n5.3.1. In a best of three sets match it has won the first two sets and a third set shall not be
\nplayed (2 straight win). The un-played 3rd set shall not be awarded to the winning team
\nfor purposes of setting the table of standings, see rule 5.3.5
\n5.3.2. In a best of three sets match both teams have won a set each and the team wins the
\nthird set (2-1 win).
\n5.3.3. In a best of five sets match it has won the first three sets (3 straight win) and the fourth
\nand fifth sets shall not be played, or
\n5.3.4. In a best of five sets match it has not won the first three sets but goes to win any three
\nof the five sets. (3-1 or 3-2 wins)
\n5.3.5. For purposes of determining the positions of teams in a group the main criteria shall be
\nthe Match Points in decreasing order with the team with higher points staying above
\nthe others. In case of a tie in match points between 2 or more teams the position shall
\nbe determined by the head results between JUST the tied teams and not the overall
\nresult of the group. If this fails to break the tie the teams shall have to play a one set tie
\nbreak match.<\/p>\n

5.4. DEFAULT AND INCOMPLETE TEAM
\n5.4.1. If a team fails to show up for play, it shall forfeit the match to their opponent by way of
\na walk-over.
\n5.4.2. If a team has less than 6 players on the court, it shall forfeit the set\/match to the
\nopponent.
\n5.4.3. The team winning by default shall be awarded straight sets win with full points for and
\nzero points against.<\/p>\n

6. STRUCTURE OF PLAY
\n6.1. THE TOSS
\nBefore the start of the match the referee shall toss a coin and the winning captain of the two
\nteams shall decide either to take the service or the side of the court.<\/p>\n

6.2. OFFICIAL WARM-UP SESSION
\nThere shall be a warm-up session prior to the start of the match by way of one (1) try-serve by
\neach team.<\/p>\n

6.3. TEAM STARTING LINE-UP\/POSITIONS
\n6.3.1. The position of the players for both teams shall be fixed at the start of a service
\n6.3.2. Only the team holding serve can change position before the service and if they lose the
\nserve the positions cannot be changed
\n6.3.3. During the course of play a team can change players\u2019 positions regardless of who is
\nholding serve, if the play stops, they shall return back to the positions they had at the
\nstart of the serve if they do not hold the serve.
\n6.3.4. Substitution of a player may only be done when any team calls a time-out.<\/p>\n

CHAPTER 4: PLAYING ACTIONS
\n7. STATES OF PLAY
\n7.1. BALL IN PLAY
\nThe ball shall be in play from the moment the service has been made.<\/p>\n

7.2. BALL OUT OF PLAY
\nThe ball shall be out of play when a fault has been committed and the referee has
\nwhistled\/signalled for the fault.<\/p>\n

7.3. BALL \u201cIN\u201d
\nThe ball shall be called \u201cIN\u201d if it touches any part of the court floor including the boundary lines
\nor any opposition player whether in or outside the court.<\/p>\n

7.4. BALL \u201cOUT\u201d The ball shall be called \u201cOUT\u201d if:
\n7.4.1. all parts of the ball which contact the floor are completely outside the boundary lines
\n7.4.2. it touches an object outside the court, the ceiling or the net posts
\n7.4.3. it crosses completely the space below the net.
\n8. PLAYING THE BALL
\n8.1. TEAM HITS
\nA hit is a contact with the ball by any player with his hand or closed\/clenched hands.<\/p>\n

8.2. CONSECUTIVE HITS
\nA maximum of three hits are permitted. However, the same player cannot hit the ball more
\nthan once in succession and the second hit shall only be correct if one player hits the first ball
\ninto the net and another player assists by either lifting the ball out and playing it either into the
\nopposition court or setting it for another player to hit across the net.<\/p>\n

8.3. CHARACTERISTICS OF THE HIT
\n8.3.1. The ball cannot touch any part of the player\u2019s body except his hand up to the elbow
\n8.3.2. The ball must NOT be caught and\/or thrown
\n8.3.3. A one-handed smash\/hit is allowed provided the ball is hit over the shoulder height
\nand with the palm open on the first hit only.
\n8.3.4. Digging with both hands with palms closed shall be allowed.
\n8.3.5. The third hit can only be smashed downwards across the net with both hands
\nclenched. One-handed smashing on the third hit shall be a foul. On the third hit the
\nball can be played with a clenched fist upwards and over the net and not downwards
\nlike a spike.<\/p>\n

9. BALL AT THE NET
\n9.1. BALL CROSSING THE NET
\nThe ball sent\/played to the opposite side must cross the net within the area of the two net
\nposts.<\/p>\n

9.2. BALL TOUCHING THE NET
\nA ball touching the net during play before crossing into the opposite side shall be considered
\nas good play except for the service ball.<\/p>\n

9.3. BALL IN THE NET
\nIf a first hit ball is played into the net by one player, it can be retrieved and sent over the net to
\nthe opposite side or set for play only by a player other than the one who played it into the net.

10. PLAYER AT THE NET
\n10.1. CROSSING THE NET LINE
\nIf a player touches or crosses the net line during play, it shall be considered a fault. No
\npart of the player shall cross the space below the net and the net line.<\/p>\n

10.2. CONTACT WITH THE NET
\nIf a player touches the net during play, it shall be considered a fault.
\n11. SERVICE
\n11.1. FIRST SERVICE IN A SET
\nThe first service of the first set shall be determined by the toss. The first service of the
\nfollowing sets shall be done by the team that lost the previous set. (Losers to serve).<\/p>\n

11.2. AUTHORISATION OF THE SERVICE
\nThe first service of a set or a resumption after any stoppages (including time-outs) shall
\nbe done only upon the whistle blown by the referee. All other services shall be done
\nwithout waiting for the referee\u2019s whistle.<\/p>\n

11.3. EXECUTION OF THE SERVICE
\n11.3.1. The service must be done from the service box set at the right corner from the back
\nline of the court. At least one foot of the server must be within the service box.<\/p>\n

11.3.2. Service must be done from below the shoulder height with a closed fist or the back of
\nthe hand.<\/p>\n

11.3.3. The player serving the ball can only enter the court after the served ball has crossed
\nthe net.<\/p>\n

11.4. FAULTS DURING THE SERVICE
\n11.4.1. The served ball must reach the opposite side without touching the net.<\/p>\n

11.4.2. Once the service has crossed the net without touching it, the ball is in normal play
\nand the return of serve shall follow normal playing rules.<\/p>\n

CHAPTER 5: INTERRUPTIONS, DELAYS AND INTERVALS
\n12. INTERRUPTIONS
\n12.1. TIME-OUTS
\nA maximum of 2 time-outs of 60 seconds each per set shall be allowed for each team
\nand ONLY the team holding serve can call the time-out.<\/p>\n

No time-outs shall be allowed in the last 5 minutes of any game.<\/p>\n

12.2. SUBSTITUTIONS
\nThe teams can make a substitution during any of the time-outs called regardless of
\nwhich team called it. And the player who is substituted can return to play during any
\nother time-outs (rolling substitution).<\/p>\n

13. DELAYS AND INTERRUPTIONS
\n13.1. INJURY\/ILLNESS
\nIf a player gets injured during the course of play or falls ill, the referee shall stop the
\ngame and allow a maximum of 2 minutes of time for medical attention. If the time
\nneeded for medical reasons exceeds the 2 minutes the referee shall allow for
\nsubstitution of the injured player and the game shall resume. The injured player can
\nthen only be allowed to play in the following set\/sets.<\/p>\n

If the referee or medic on court determines that the injured player cannot be moved
\ndue to any perceived health risk, the referee shall call a lengthy time-out to allow proper
\ntreatment of the player(s).<\/p>\n

13.2. EXTERNAL INTERFERENCE
\nIn case of interruptions from e.g. heavy rain or power failure etc and if the game cannot
\nbe CONTINUED after an elapse of 30 minutes, the whole match shall be postponed
\nand START AFRESH at a later date\/time to be set by the Organising Committee. The
\nresult of the interrupted match shall be considered void.<\/p>\n

14. INTERVALS AND CHANGE OF COURT
\n14.1. CHANGE OF COURTS
\nAfter each set the teams shall change courts for each of the consecutive sets.<\/p>\n

If there is a deciding final set for the third or fifth set, the teams shall change side during
\nthis decider set when a team reaches half of the set points or half of the allotted set
\ntime whichever occurs first. The referee shall stop play to allow the teams to change
\nside and the team holding service at the time of the stoppage shall serve to resume
\nplay.
\nCHAPTER 6: PARTICIPANTS\u2019 CONDUCT AND MISCONDUCT SANCTIONS
\n15. REQUIREMENTS OF CONDUCT
\n15.1. SPORTSMANSHIP
\n15.1.1. Participants must know these Official Volleyball Rules and abide by them.<\/p>\n

15.1.2. Participants must accept referees’ decisions with sportsmanlike conduct, without
\ndisputing them.
\n15.1.3. In case of doubt, clarification may be requested only through the game captain.<\/p>\n

15.1.4. Participants must refrain from actions or attitudes aimed at influencing the decisions of
\nthe referees or covering up faults committed by their team.<\/p>\n

15.2. FAIR PLAY
\n15.2.1. Participants must behave respectfully and courteously in the spirit of FAIR PLAY, not
\nonly towards the referees, but also towards other officials, opponents, team-mates and
\nspectators.<\/p>\n

15.2.2. Communication between team members during the match is permitted.<\/p>\n

15.3. MISCONDUCT AND SANCTIONS
\n15.3.1. Minor misconducts shall be sanctioned by the referee during the course of play.<\/p>\n

15.3.2. MAJOR MISCONDUCTS by a team member towards officials, opponents, team-mates
\nor spectators are as follows:
\n15.3.2.1. Rude conduct: action contrary to good manners or moral principles.<\/p>\n

15.3.2.2. Offensive conduct: defamatory or insulting words or gestures or use of
\nprofanity or any action expressing contempt.<\/p>\n

15.3.2.3. Aggression: actual physical attack or aggressive or threatening behaviour.<\/p>\n

15.3.3. SANCTIONS Any team or player that is charged with a major misconduct listed above
\nshall be severely dealt with including expulsion from the match, venue or tournament.
\nThis shall be determined by a Disciplinary Committee comprising captains\/managers from
\nat least 5 neutral teams and 2 officials from the organising committee.<\/p>\n

CHAPTER 7: REFEREES
\n16. REFEREEING PROCEDURES
\n16.1. COMPOSITION
\n16.1.1. The team of referees shall comprise a main referee, a score-keeper and two or more
\nlinespersons.<\/p>\n

16.2. PROCEDURE
\n16.2.1. The referee shall conduct the toss and use the whistle to signal the start of each first
\nset. All subsequent sets shall commence with the referee\u2019s whistle.<\/p>\n

16.2.2. Once the play has been started, service shall be carried out without waiting for any
\nwhistle by the referee except where the play commences after a stoppage or timeouts.<\/p>\n

16.2.3. The referee shall use his whistle to stop play for any faults, interruptions, time-outs etc.<\/p>\n

16.2.4. The referee shall have the power to sanction any misconduct by a player during the
\ncourse of play by way of 2 warnings. The first warning shall be to warn a player of the
\nmisconduct and the second warning to the same player, shall lead to expulsion from the
\nset\/match depending on the severity of the misconduct.<\/p>\n

CHAPTER 8: SPECIAL RULES AND REGULATIONS
\n17. SPECIAL RULES AND REGULATIONS
\n17.1. SMOKING, CHEWING OF TOBACCO, ALCOHOL AND NON-VEGETARIAN MEALS
\nSmoking, alcoholic drinks and tobacco (pariki), non-vegetarian food, are strictly prohibited on
\nthe grounds and during play. Special smoking zones shall be available on the grounds where
\nsmoking will be allowed. Smokers MUST dispose of smoked butts etc carefully in the refuse
\nbins kept at the zones.<\/p>\n

17.2. PLAYERS ATTIRE
\nPlayers must wear proper sports attire during play and the use of sleeveless tops\/t-shirts is
\nstrictly NOT allowed. If a player wishes to play barefoot, he must inform the referee prior to
\nstart of play.<\/p>\n

17.3. GRACE PERIOD
\nAll matches will commence at set times on the fixture, a grace period of 10 minutes will be
\nallowed. After the elapse of the 10 minutes the side that is on the ground shall be adjudged
\nthe winner by way of a walkover.<\/p>\n

17.4. TOURNAMENT FORMAT
\n17.4.1. The tournament shall be played with various qualifying rounds. All teams shall be
\nseparated by way of a draw into various groups depending on the number of teams
\nparticipating. Teams shall play each other in their groups on a round robin basis and those
\nplaced higher in their groups shall qualify further to the knockout stages.<\/p>\n

17.4.2. In order to determine the qualifiers from the first round-robin stages, the team with the
\nhighest match points shall rank higher. If there are two teams tied on match points, the
\nnext criteria shall be the head-on result of the tied teams with the team winning that match
\nshall rank higher. If three or more teams are tied on match points, the ranking shall be
\ndetermined by the net set points difference i.e. the Set points For minus the Set points
\nAgainst between only the tied teams. If this does not separate the teams, a drawing of
\nlots shall determine the ranking.<\/p>\n

17.4.3. The following rounds shall be the knockout stage and teams from each group shall play
\nteams from a completely different group. This shall be determined during the official draw
\nof the tournament.<\/p>\n

17.4.4. All subsequent rounds reaching to the final shall be determined by an official draw
\nwhere necessary.<\/p>\n

17.5. EXCESSIVE NOISE
\n17.5.1. The laws of Tanzania do not permit high level of noise in built up areas that
\naccommodate schools, residences, medical institutions. In order to abide by this the use
\nof loud noise emitting equipment like trumpets, vuvuzelas and similar instruments shall
\nNOT be permitted during the tournament.<\/p>\n

17.5.2. In particular no equipment or instruments-based cheering, especially vuvuzela horns,
\nshall be allowed within 50 feet of the playing court. This is important for the well-being of
\nthe players as it has been proved that the noise emitted by these horns can lead to hearing
\nloss.<\/p>\n

17.6. COMPLAINTS AND DISPUTES
\n17.6.1. Any team that feels aggrieved by any on field decision by the referee is allowed to lodge
\na protest within 30 minutes of the end of the match in which the incidence occurred. The
\nprotest shall be made to the Organising Committee at their office situated and clearly
\nmarked at the grounds.<\/p>\n

17.6.2. The Organising Committee shall deliberate on the matter and call upon the referee and
\nboth team captains to arrive at their independent decision which shall be final.<\/p>\n

17.6.3. Video evidence shall NOT be permitted as proof for any dispute.<\/p>\n

17.6.4. If the Organisers cannot determine the dispute, they shall invoke the meeting of the
\nDisciplinary Committee of the DVOC whose ruling shall be full and final.<\/p>\n

17.7. DISCLAIMER
\n17.7.1. All participants taking part in tournaments do so at their own risk. Neither DVOC nor
\nthe Organisers shall be responsible for any loss, injury or damage caused to properties
\nand\/or persons during the course of such tournaments.<\/p>\n

17.7.2. Whilst the Organisers will make available first aid assistance at tournament venue, they
\nshall not be responsible for the treatment of any injuries sustained during the course of
\nthe tournament that requires further treatment, hospitalisation or specialist attention.<\/p>\n

APPENDIX A<\/p>\n

OPTIONS AVAILABLE FOR SETTING RULES<\/p>\n

The following options shall be permitted to be set by the organiser of any tournament. However, these
\nMUST be communicated in writing to the teams participating in the tournament as part of the invitation
\nand also during any captains\u2019 meeting or tournament draw that will be conducted well before the start
\nof the tournament.
\nA. BALL CHOICE AND PRESSURE (Rule 2.1)
\nThe choice of the ball to be used shall be fixed before the start and it MUST be the ball that is
\npopularly and commonly used by the teams. The option to fill the pressure to set PSI\u2019s shall be
\nminimum 19 and maximum 20.
\nB. PLAYER REGISTRATION [Rule 3.1]
\nThe organisers shall set the number of players that any team can register for the tournament.
\nThese can be a minimum of 6 to a maximum of 15 players.<\/p>\n

C. GAME\/SET TIMINGS [Rule 3.2 (1)]
\nThe time for each game\/set to be played for any match shall be set by the organisers based on
\nthe format and duration of the tournament. This shall be for a minimum of 20 minutes to a
\nmaximum of 45 minutes per game\/set.<\/p>\n

D. TIE-BREAK OPTIONS [Rule 3.2 (2)]
\nThe Tie-break rule for a game\/set ending when the game time elapses shall be set by the
\norganiser with ONLY one of the following 3 Options as per Rule 3.2 (2):
\n1. SERVICE HOLDER WINS – The team holding service shall be adjudged the winner
\n2. RALLY – The referee shall call RALLY and the play shall continue until a fault occurs and
\nplay stops. The team holding service at the end of the Rally shall be the winner if the team
\nholding service during the rally fouls the ball otherwise the service holder wins if the ball is
\nfouled by the team not holding service.
\n3. GOLDEN POINT RULE \u2013 The referee shall stop the game and the team holding service
\nshall restart for an extra play which shall have no set time. The team that score the point in
\nthis extra play shall win by the Golden Point.<\/p>\n

E. KNOCKOUT DRAW
\nIf a tournament will have more than 2 groups of teams the draw for the knockout stages i.e.
\nRound of 16; Quarter Finals and Semi Finals shall only be conducted after the previous round\u2019s
\nmatches are over. This rule enables fair competition as the next round\u2019s opponents are not known
\nmotivating teams to give their best in the qualifying stages.<\/p>\n

F. DIVISIONAL LEAGUES
\nIn order to encourage and develop players and teams from all levels, it is hereby agreed that all
\ntournaments shall host 2 separate competitions starting first with the B division league followed by
\nthe A Division competition.<\/p>\n

The B League will be played first and shall produce the top two teams that will join the A Division
\nfor the second phase of the tournament.<\/p>\n

The 2 teams that stand last and second last shall then be relegated to the B Division for the next
\ntournament. This cycle shall continue throughout the year.<\/p>\n

APPENDIX B<\/p>\n

TOURNAMENT STANDARDS AND HOSTING ELIGIBILITY<\/p>\n

All tournaments held must adhere to these minimum standards and hosting eligibility rules as agreed
\nby the Dar es Salaam Volleyball Oversee Committee (DVOC). Any departure from these MUST be
\nfirst agreed with the DVOC well before the announcement of the tournament is made and these
\nchanges, IF APPROVED by the DVOC, MUST be communicated to all teams.
\nA. Hosting Eligibility
\n1) Tournament shall be hosted ONLY by the member teams of the DVOC
\n2) Any third party wanting to host a tournament SHALL ONLY do so by jointly hosting it with
\nany of the member(s) of the DVOC
\n3) The gap between any 2 tournaments shall be a minimum of 1 month. If due there is need
\nto host of a special tournament is less than 1 month, the reasons MUST be
\ncommunicated to the DVOC who shall decide whether to allow or not.
\n4) Any DVOC member team participating in any tournament not sanctioned by DVOC shall
\nhave disciplinary measures taken against them and this may include expulsion from
\nDVOC<\/p>\n

B. Tournament Fees
\n1) The fees charges by the organiser shall depend on the format, number of teams taking
\npart, time scale and other cost factors. No organiser shall charge more than TZS 150,000
\nwithout the consent of the DVOC
\n2) Organisers shall endeavour to keep participation fees to the minimum so as to encourage
\nyouths to take part in competitions and try to subsidise such fees.<\/p>\n

C. Tournament Timings
\n1) If the tournament is played for more than 4 days all matches played MUST not exceed 11
\npm as the cut-off finish time.
\n2) There must be a minimum of 1 hours rest between knock-out stages except for the final
\nwhere the minimum rest period between the semi-finals and the final MUST be a
\nminimum of 3 hours<\/p>\n

D. Player Registration and Draws
\n13 | Page<\/p>\n

1) Standard Player Registration Forms shall be used to register all teams and players
\nparticipating any tournament. These forms MUST be submitted to the organisers before
\nthe start of the official draw. Any team that fails to provide the players registration form
\nprior to the draw shall NOT be allowed to participate.
\n2) If the tournament requires very early registration of players, the organisers shall allow
\nsubstitution of at least 3 players in order to accommodate for any emergencies that may
\ncause players not to be available at the time of the tournament draw\/start of the matches.
\nHowever, any substitution of players MUST be communicated to all participating teams
\nprior to the draw and duly receive their go ahead.<\/p>\n

E. Tournament essentials, equipment and facilities
\n1) The organisers shall ensure all required tools, equipment necessary for the smooth
\nconduct of the tournament MUST be provided these include but are not restricted to
\ntimers\/stopwatches; whistles; scoring sheets; clip-boards; coins (for tosses); pressure
\ngauges; chairs for officials; etc<\/p>\n

2) The ground facilities hosting the tournament shall be up to minimum standards as follows:
\na. The ground boundaries MUST be clearly visible\/painted;
\nb. There must be adequate sand on the surface to prevent injuries to players;
\nc. There shall be no sharp objects\/stones visible on the playing surface;
\nd. The net line separating both side of the ground must be drawn or visible;
\ne. For night time play there must be adequate but bright lighting;
\nf. There shall be no lights or brightness from outside the ground that affects the
\nvision of the player during play
\ng. Use of loud sound horns (vuvuzelas) shall not be permitted within 30 feet of the
\nplayers as these pose hearing hazards to the players.
\nh. No loud sounds emanating from any equipment shall be permitted after 10 pm
\nunder any circumstances. Organisers shall ensure the person(s) breaching this
\nrule is barred from the premises.
\ni. There should be adequate seating arrangements for spectators including chairs
\nand benches for this purposes.
\nj. The playing area should be adequately cordoned off so that spectators do not
\nintervene with players during play.
\nk. A first-aid kits MUST be available during play to cater for any injuries etc to
\nplayers or spectators. The first-aid kit MUST be adequately stocked with the
\ncorrect medicines and equipment suitable for the sport of volleyball.
\nl. Ground dimensions \u2013 The volleyball grounds for use during tournaments shall
\nhave the following minimum and maximum dimensions in order to maintain
\nuniformity in the playing areas:
\n\uf0b7 Length: Minimum 60 feet (18m 30cm) \u2013 Maximum 70 feet (21m 30cm)
\n\uf0b7 Width: Minimum 30 feet (9m 15cm) \u2013 Maximum 35 feet (10m 70cm)
\n\uf0b7 Net height: Minimum 7ft 11in (2m 44cm) \u2013 Maximum 8ft 2in (2m 50cm)
\n\uf0b7 Service box: 3ft x 3ft (1m x 1m) placed at the right back corner of each
\nside<\/p>\n

F. Referee and Linesmen
\n1) The organisers shall endeavour to appoint independent referees and\/or linesmen for ALL
\nmatches
\n2) For the initial rounds the teams participating can provide referees\/linesmen but for the
\nknockout stages the matches MUST be officiated by independent referees and linesmen.

3) If ANY team fails to provide the set officials within the time specified by the organisers,
\nthere shall be penalties imposed of 1 point deductions for each match\/incident. If any
\nteam has zero points then the penalty point(s) shall read as negative point(s) for that
